Minister apologises over welfare officers' poor treatment of the needy



Women, Family and Community Development Minister Rohani Abdul Karim was forced to apologise after complaints were aired over the poor treatment of those in need by the Welfare Department (JKM).
This was during a Transformasi Nasional 2050 (TN50) dialogue at the ministry, where welfare officers were accused of behaving like "cowboys".
“I ask officers to not bring along their personal issues, their stress or anger when dealing with clients,” she said at the session in Kajang.
At the dialogue, a representative of Rumah Kebajikan Al-Fikrah Sungai Segamat said welfare officers should perform their duties "with a smile" and with love.
“When the officers from the welfare department come (to my organisation), they are like cowboys.
“But two years ago when we had a meeting with a director, we were told that welfare organisations (like us) were friends of the ministry,” he said.
Another attendee, a former JKM staffer, said she started her own welfare organisation as she felt there was much lacking at JKM.
“JKM does not have the spirit of JKM any more,” she said to applause.
She elaborated on the shortcomings of JKM, saying how the most underprivileged in society, “the people who don’t have anything” could not receive assistance from the department.
“Some can’t even buy food,” she said.
Better conditions for mums by 2050
Meanwhile, many brought up problems faced by working mothers and single mothers, saying they hoped for more favourable conditions for women as the nation moves towards 2050.
“Poverty is the main problem for single mothers, today we can’t even survive with RM4,000 a month.
“Where are our citizen representatives and welfare officers? They should come down to meet with us and meet our needs,” said a woman who identified herself as president of the National Single Mothers Association.
Apart from addressing poverty, her aspiration for 2050 was that single mothers would not be looked down upon and divorce would not be seen as “the fault of the woman”.
“We want to be placed on an equal footing with men,” she said to claps and whistles from many women in the audience.
A woman representing Persatuan Wanita Inspirasi Negara stood up to say she wanted the government to implement proper “measurable” programmes rather than offer various schemes for women, especially working mothers.
“Programmes that will change women’s mindsets and give them the confidence to come back to work,” she said.
Rohani’s responded saying programmes addressing these issues had already been drafted.
“Now the issue is enforcement. My KPI (key performance indicator) is for 59 percent of all women to be in the workforce by 2020,” she said.
The dialogue session was titled ‘Masyarakat Inclusitiviti’ (An Inclusive Society) was attended by 1,000 participants from the eight "target groups" under Rohani's ministry - the disabled, women, children, senior citizens, community service groups, victims of natural disasters and the homeless.

The session lasted more than three hours with about 40 attendees airing their views.
At the end of the session, Rohani announced that separate TN50 dialogue sessions will be held with each group, to better understand each group’s needs.
Putrajaya has been holding townhall-style TN50 dialogue sessions with various groups across the country since January.
This is the first time it has been held with Rohani’s ministry.- Mkini
